Whenever a construction is designed by an architec, he or she has to consider the three basic needs of every building: the needs of the people using it, the structure that will support the building and the context in which the construction will be. The people must feel save and have water, electricity, and public and private rooms; the structure must allow the building to face the forces of nature (earthquake, storms, ets) and allow the needs of the people. And finally the building must have a relation with the surroundings other wise, the city or area will look awful. All these needs will always conflict, so an architect will have to decide some things over the others and try to achieve the best result.
